Project name: Revitalize Boston / Downtown Crossing Plaza
Project overview: The Downtown Core Urban Design reintroduced residential life and vibrant public space into the historic center of Boston, the site of Charles Bulfinch’s pioneering high-density housing of 1795. By the late 20th century, the district had become dominated by vehicular traffic and vacant storefronts. The intent was to reclaim streets for people, anchor them with new housing, and create a coherent pedestrian-first district.
Three city-owned parcels—Downtown Crossing Plaza, Tontine Crescent, and Winthrop Center Park—were reimagined as public open spaces through a public-private partnership model: privately developed and maintained but located on City-owned land.
Downtown Crossing Plaza redesigned a subway headhouse and its surroundings, transforming transit infrastructure into civic space. A new amphitheater structure above a glass entrance provides seating for performance and relaxation. The project also established a district-wide paving language and coincided with redevelopment of a landmark retail building, reactivating the pedestrian street with food, beverage, and grocery uses.
Tontine Crescent, once a five-lane roadway, was reclaimed through a “road diet.” A temporary painted plaza successfully tested the idea, leading to a permanent design featuring oversized seating planters, moveable furniture, and a protected bike lane. Utility conflicts limited canopy trees to raised planters.
Winthrop Center Park, adjacent to the new Passive House tower and its public “Connector,” transformed a neglected plaza and excess roadway into a level “tabletop” civic space. Inspired by water, its central fountain and rippling stone rings create an immersive urban room.
Together, these projects, linked by signature streetscape enhancements, form a vibrant and coherent urban tapestry that redefines Boston’s core.

Jury comments: Wonderful array of public spaces with thoughtful paving, color, and urban landscape elements, including amphitheaters that activate and welcome people. This Boston street reclamation connects buildings and activates public space effectively. The inexpensive, tactical approach on the second site is a great model for other cities to test urban ideas without major investment. Jury appreciated the concept, though more public process in the presentation would strengthen it.
