Jury comments: Dutch design sensibilities inform this project. Its whitewashed facade, with red, orange, and yellow window frames, makes the massive building appear friendly. Staggered balconies and stepped rooflines give it a sculptural quality. The courtyards are as pleasant as the interior spaces. We’d like to see more buildings like this in our American cities.
