Jury comments: Graphically, this plan is a winner because its elegant approach simplifies its message. One could get lost trying to take on the Watertown Zoning Code, yet this team pulls something wonderful out here. Especially laudable is the ambition of creating design guidelines to support zoning, illustrated clearly and elegantly so that the average person might be able to understand it all. One of the few urban design submissions, this one stands out from the pack. The organization is great, the packaging of complex material is elegant. You get the broader idea of what this is supposed to accomplish.
